Staff Recruiting, August 28, 2009 Update

There are currently no Staff positions being recruited by the Mechanical Engineering Department.

To follow is the Flexible Hiring Freeze Guidelines document that The University of Texas at Austin is enforcing at this time, due to the economic downturn. It is to be lifted in August 2010. At this time, no new staff positions are being created, but there are occasional job openings in the event that someone leaves. Flexible Hiring Freeze Goal

Deans, vice presidents, or designees should issue hiring guidelines that meet the operational needs of their college, school, or administrative operations and which conserve resources to address strategic objectives or to address possible budget challenges as a result of the economy or legislature.

  • Budget dollars realized through the flexible hiring freeze will remain with the vice president or dean portfolio for reallocation on a non-recurring basis. These funds will not lapse at fiscal year-end in accordance with the revised lapsing policy. However, it may be necessary to reallocate current budget resources in a dean or vice president area on a recurring basis in order to address institutional strategic priorities for FY 09-10 and beyond.

Guidelines

  • Effective with vacancies that exist as of the week of February 16, 2009 and until August 31, 2010, deans, vice presidents, or their designees will have the flexibility to fill positions they deem essential to operations. However, for positions that report directly to the dean, vice president or designee, the two level of review/authorization rule still applies.
  • While the guidelines are intended to focus on recurring budget flexibility, for those positions that are approved to be filled, deans, vice presidents, or designees are asked to consider a postponement in filling those positions or asked to utilize other strategies to the extent possible in order to realize budget savings which might provide short-term flexibility if needed this fiscal year.
  • Delaying or not filling positions may result in increased workloads for employees. Units are urged to review work loads of employees affected by delaying or not filling positions and discontinue lower priority tasks or services in order to avoid accruing overtime or additional compensation liability. Where overtime is unavoidable, use of compensatory time rather than paying out the overtime should be considered.
  • Lastly, travel, contracting, or purchases that are not essential should be limited to the extent possible for the next few months in order to provide budget savings.

The hiring freeze does not apply to the following positions:

  • Tenured, tenure-track, and non-tenure-track faculty;
  • Teaching assistants and assistant instructors;
  • Positions funded fully by sponsored projects (i.e. "26 contract and grant accounts, 14-97xx Advanced Technology and Advanced Research Programs, or 30 research gift accounts");
  • Student titles such as Student Technician, Senior Student Associate, Student Associate, Student Assistant, Graduate Assistant, Undergraduate Assistant, Academic Assistant, Tutor, Athletic Mentors, and Work Study Students;
  • Temporary and hourly positions not eligible for benefits; and,
  • Positions associated with the health, security, and protection of the campus. Vice presidents and deans have the flexibility to define these terms as appropriate for their portfolio.

Metrics

The university desires to determine the degree to which the hiring freeze is being implemented or affecting operations. Human Resources and the HRMS teams are in the process of working on a report which will report:

  • Positions which have received authorization for recruiting;
  • Positions which have not received authorization for recruiting;
  • Vacant positions for which there is no immediate intention to recruit; and,
  • Vacancies filled compared to similar time period for prior year(s).
